On April 1, 2020, the administration released its final rule on mileage standards through 2026. Joining California were Connecticut, Delaware, Illinois, Iowa, Maine, Maryland, Minnesota, New Jersey, New York, Oregon, Rhode Island, Vermont, Washington, Massachusetts, Pennsylvania, Virginia and the District of Columbia. All have Democratic attorneys general. More than 20 percent of greenhouse gas emissions in the U.S. come from light-duty trucks and cars. The Obama administration 2012 fuel economy plan called for a doubling in fuel economy for new cars and light trucks, to more than 50 miles per US gallon (4.7 L/100 km; 60 mpg‑imp) by 2025, equivalent to a real-world average of 36 miles per US gallon (6.5 L/100 km; 43 mpg‑imp).
