However, these burdens are necessary to protect employees, and are ultimately borne by the downstream users of the chemicals as the costs will be reflected in the costs of the products. The automatic provision of the MSDSs is far less burdensome than the alternative “on request” system suggested by some of the commenters (see Ex. 71-70).
